Wouldn't he be completely above the water because of his inflatable-ness? I've always imagined TFs in the pool as having that effect; the victim floats to the surface and literally CAN'T go underwater at all. It's like the water is solid earth.
If he were fully inflatable, sure. But he's transforming and not completely filled with air.
Oh, I see it now; the inflated parts are above water and the TF-ing parts are still under.
