ugh.... harsh flicker. Not all artists are going to improve dramatically as time passes. Reasons vary. Some just don't seem to improve, regardless of effort and practice; it could be they are just missing one key piece of info to click in the next level of detail. Others simply find they are happy with the level of their work: frankly, I sort of envy those types, because I'm always obsessed about adding something new or better to my drawings, and it slows me down and wears me out... a LOT. You're not doing any artists any favors with such a dismissive attitude.:(
One thing hero: note I didn't say Shiro's art hasn't improved. All I said was you shouldn't bemoan an artist for not improving, especially because you may not merely be noticing where they are improving.
